Consular Officers provide notary services similar to the functions of a notary public in the United States. This service is available to U.S. citizens as well as non-U.S. citizens if the document will be used in the United States.
Note that Consular Officers are not Mauritian, Seychelles, or French Notaries – we can only certify the validity of a signature. We do not draft contracts or provide legal advice. If you have legal or technical questions regarding your document, you should seek legal counsel prior to requesting notarial service. For more information, visit the Department of State webpage.
Step One: Determine if we are able to notarize your document
Signature for a U.S. legal, real estate or business document such as:
- Real estate documents – purchase or rental agreements, closings, financings, deeds, titles, guarantees, etc.
- Estate documents – wills, trusts, healthcare proxies, estate settlements, etc.
- Powers of Attorney
- Litigation documents – affidavits, settlements, notice of service of process, etc.
- Pre-Nuptial or Divorce documents
- Banking documents – account openings, closures, liquidations, or transfers, lost property affidavits, etc. Note: A Medallion Signature Guarantee is not a notarial service and cannot be provided by the U.S. Embassy in Port Louis.
- Employee benefits or retirement documents – account openings, closures, liquidations or transfers, beneficiary designations, beneficiary/spousal consents or waivers, etc.
- Business documents – contracts, bills of sale, formation documents, merger or acquisition agreements, etc.
Affidavits or Sworn Statements
- Affidavit of “single status” or eligibility to marry – Visit the Department of State website for information regarding marriage abroad.
Certified true copy of U.S. Passport
Certified copy of non-U.S. Passport for an individual Taxpayer Identification Number (ITIN) application
- Each passport holder must schedule an appointment and appear in person.

Statement of Consent (Form DS-3053) – Issuance of a U.S. Passport to a Minor Under Age 16
If your child needs a U.S. passport, but only one parent is able to appear in-person, the absent parent may furnish a notarized Statement of Consent (Form DS-3053). There is no notary fee for this service.
Step Two: Prepare your document and organize everything you need
- Complete, unsigned document(s)
- Photo Identification
- Fees: $50 USD per Notary Seal. For example, you will be charged $150 USD for a single document that requires the Consular Officer to sign and acknowledge your signature in three locations. All fees are non-refundable. (Note: No fees are charged for forms required by a U.S. federal government agency such as a DS-3053 or Social Security Number application)
- Witnesses – If your document requires the presence of a witness, you must bring them with valid photo ID. U.S. Embassy personnel cannot serve as witnesses.
- Security – You will be subject to routine screening. Many items, such as laptops and other electronics, are prohibited.
